I contacted SLEC about the mis-information on their website and what the guard has been asking for, this is their reply, as you will note they state OR also in their reply, same as the embassy website states, I have asked SLEC to correct their website and better educate their staff:

(typos are theirs ;) )

"Mr Hank,

K-Visa applicant mist present either the visa interview appointment confirmation from the US Embassy or appointment letter from the NVC (if available). We advise applicant to present a letter with their case number for counter-cheking since it will be indicated in the medical report.

Thank you.

St. Luke's Medical Center Extension Clinic
1177 J. Bocobo Street, Ermita
Manila , Philippines
Tel. Nos. (+632) 521-0020 or 523-8248
Fax. No. (+632) 526-0208 or 523-8248
website: www.slec.ph"

The USEM website clearly states that only one or the other is required, not both.

What should I bring to my medical examination?

  • Appointment letter sent by the National Visa Center or an e-mail confirmation from the Visa Information and Appointment Service.
  • Appropriate medical examination fee.
  • Passport (valid for at least 6 months)
  • Three color pictures (2 inches x 2 inches) with a white background(two are for the visa and one is for the medical report).

Thanks for posting the email reply from SLEC, Hank. However, in the Philippines it does not matter what is right and wrong if you want less resistance. What matters is what the guards and people on the floor ask for. Yes, if the personnel on the floor ask for both instead of only one, you could try to argue, but what is the cost? Remember, the one doing the arguing is the passive filipina. What it will end up costing you to argue is another wasted day and trip. In my case 3500php transport cost and 6 hours of traffic commute. But you are right, it SHOULD be either OR! But it doesn't matter what it should be when they turn her away on the floor! It's cheaper and easier to be prepared for both.

The Philippines is also the country where the guards won't let you in the airport until 3 hours before your flight, but they deny this policy when asked officially. Another example of policy vs enforcement.

I have to agree with you and when Hank weighs in, I think he will acknowledge that there is a lot of validity to your post. It's always going to be "the one with the gold makes the rules" and that is just what you are saying. I get that. But, on the other hand, as petitioners, it does not hurt if we point out their double talk or at best downright thievery as in the person at CFO that was taking bribes. Someone here (he'll go unnamed) contacted CFO and the person was fired. Again, we must speak up or things will never change.

I am sure you understand when the best time to speak up and when it is not.... wink wink!!

Not when dealing with the embassy, for Philippines stuff I agree, but in this case St. Luke's HAS TO comply with the embassy requirements.

There is no need to argue with the guard, trust me he will let you do the medical with one OR the other. ;) Many have done it that way for many years before this.

Ya I did, and I am not shy about it, I still have the emails between CFO and me... bye-bye bad guy. And that is why the email address for reporting bribery is in my guide now also.

SLEC had some problems a couple years back with their website, I emailed them on it and they fixed it... they will get this fixed also.
