You will not need to file i-864 until you send the Adjustment of Status application after you get married, your case number will be annotated on your NOA1.

21 Aug 2013: I-129F Sent

11 Feb 2014: Visa APPROVED!

20 May 2014: Wedding!

31 Jul 2014: Mailed AOS Packet

12 Feb 2015: AOS Interview - Approved

22 Feb 2017: Mailed ROC Packet

08 Aug 2018: ROC Approved

Call NVC as soon as the doc arrive and tell them

My father did that once and i called NVC and problem solved

Is USCIS asking for it? If so, send it back with the letter asking for it.

I-864 is always accompanied by some type of application.

Nowhere in the form does it ask for a case number.

21 Aug 2013: I-129F Sent

Did your friend send the bar code cover sheet with the I-864 package? If so then they are fine.
