Processing K1 outside Philippines?

My girlfriend is in the final stages of getting a work visa to Canada.

I may file an I-29F before she leaves Phils for Canada.

Once she is in Canada, can she go to the PHilippines embassy in Canada to to the interview, and can she do medical in Canada as well?

OR will my girlfriend have to physically be in Manila to go through the K1 Fiance interviews, appointments.

My girlfriend seems to think everything can be done while in Canada, even the police clearance.
