there's a question needs to be considered ; is ur filipina friend legally working in canada , because when her fiancee petioned him while in canada

interview will be in canada but prior to that nvc will ask proof of residency or work authorization if she is legally staying in canada. gud luck.

Absolutely. When we filed our I-130, MTL promptly (surprise, surprise) required proof of MY legal status in Canada. So, your friend can only file from Canada if she is a work permit holder (or any document that legally entitles her to work there). If not, not only will her petition be denied, she may face serious trouble with CIC Canada. Just my 2 cents.
