police certificates ?? HELP

I have a question in regards to confusion obtaining the police certificates. I filed I-130 with PD of March 28, 2014 still awaiting approval of course. We decided to go ahead and start gathering documents for the next step then I came across this stump... My husband is currently residing in Saudi Arabia on a work visa. We have obtained the appropriate information to get the police certificates there but according to the required list from the NVC he needs to obtain police certificates from all countries he has lived in since the age of 16. He is a citizen of Yemen and after graduation he lived and attended college in India. The information provided below gives no available option to get police certificates from India or Yemen.

According to the NVC:

Police Records for India

Indian Police Clearance Certificates should be obtained as follows:

All Indian IV applicants aged 16 and above, residing in India, should obtain police certificates from the local Passport Office.

Indian passport holders applying for visas outside India should obtain a statement from their local Indian embassy, consulate, High Commission, or Deputy High Commission confirming they have no criminal record.

Non-Indian IV applicants residing in India should obtain police certificates from the District Police Station serving their area of residence.

Indian police certificates are not available for foreign (non-Indian) applicants applying outside India.

Police Records for Yemen

Available to citizens and foreign residents of Yemen who are physically present in Yemen. Unavailable to all others. Individuals must apply in person and be fingerprinted at the Criminal Investigation Department in the capital of their governorate. Fee: 50 Yemeni rials for a police certificate issued on the following day. For expedited police certificates and foreigners, the fee may be considerably more.

Does my husband not have to provide the police certificates for India and Yemen since there is no way of obtaining them?

September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

hi, Good luck but frankly it never happens, just try and be patient with them , my whole PD 28/03/2013, and finally approved for the IR-1 on 01/10 ..Good luck, Just keep maintain a good financial statement along with all previous years filled taxes. As the document handler in Riyadh embassy really concentrates on these on you interview .
