getting clearance about deporting in the philippines

my husband need clearance from uscis homeland security,when he was deporting here in the philippines..this is the story before he was travel 3 times in the philippines without any trouble entering to my country.then for his 4th trip he was deporting..the reason why is the philippine immigration say the goverment of us is they sendind a document here in pilippines saying my husband cannot enter my country.the reason why its because uscis found that he have pending case history background 22 years ago..now what i need to do is i need to file lifting his name for blacklist to see im again but we need to get a clearance from homeland security (uscis) we dont know what clearance and how he get for uscis

everytime i edit my timeline i cant save its show fix the error all my dates is correct
