JUST get Ukraine PC, I mean how will embassy know the difference? They will have no clue. Besides she was student and still Ukraine citizen. Also remember to get the PC translated to English or they will not accept it. They will want both Ukrainian version of PC original and the translated version and I do believe they will want to keep that original Ukrainian PC.

They will know if they look at her internal passport (propiska sp?) This documents show the citizens life history and current status of children, marriage, etc.... if I am not mistaken..... Remember we are dealing with a former soviet state that has only been independent for 15 years. Many things (such as identification documents) are still carry overs from that era.

So how many times you been to the Ukraine? stay long this time, cold as hell this time of year and only daylight for like 5 or 6 hours, depressing place in fall or winter I think.

Been there now 4 times... (March, July, September, January) I have seen all the seasons. Each time for 10 days or so.

So what all did you give your fiancee for her interview?

Just what packet 3 and the website mention. 2005 tax return, 1 pay stub. I am not worried about income.

Proof of relationship... A record of her ATM withdrawals each month, e-mail & phone & chat logs, photos, boarding passes, passport stamps, etc... detailing my post petition visit. I am a minimalist as well but she will have enough good solid evidence in order to be successful. Kiev has a good reputation but she will be prepared.

Are you sure, where did you find that out at? I did not know the I-134 F was optional, was told by embassy it was required with most recent federal tax return. I would chat with you but do not know how to do it on this website yet, just figured out this email option tonight, and this is my first night/day on this thing anyway. Conflicting statements about what they require from petitioner for Fiancee interview at embassy to show financial support is what I mean on their website

Documentation regarding financial support from the petitioner must be presented. It can be in any form so long as it contains enough detail and information for the consular officer to conclude that the beneficiary will not become a public charge, i.e. tax returns, bank statements, wage statements, etc. Petitioners may submit a notarized Affidavit of Support form I-134 if they wish.

And I do not wish.....

FWAGUY, please notice these were official replies to my financial support questions last week to Kiev Embassy. They seem to think or indicate they want that I-134F with most recent Federal Tax Return as #1 choice, then maybe all other things. So that is why I am trying to find out for certain like you, I mean if you go by what is printed on their website or I-134F instructions you may wish to as option but I am afraid they may force our Fiancees to give up a tax return anyway, so I think I will do like you give her one just in case but tell her not to give it up unless they demand it.

I would have stopped right there when they said...

I-134 is acceptable (therefore not required). The last financial year Federal tax return is required.

That would have done it for me. In any case she has the I-134 with instructions.

My fiancee already has a 5 year multiple entry tourist visa to USA so I am not worried about her getting approved either, nor does income bother me, I do not need cosponsor, just not real hip on giving out anymore private personal information than necessary is all. You think about it, American citizens do not even have to go through what we go through or have to proof in order to get married, it is too easy here for them, just think what burden would be lifted from our society if people were made to go through all the checks we do for K1! :innocent:

Where did you get the impression I was there 4 times in one year? Nyet.... 4 times in the last 2.5 years......

Well, thought I would share that with you so you would know. I have had some people tell me that they never even ask to see the 1-134 or the tax return or other documents, I guess it all depends on the worker interviewing that day and their mood.

I met a fellow American who happens to be married (5 years now) to a Ukrainian lady and then just one thing after another I decided to visit him when he was on extended (6 mos) visit to the in-laws in Ukraine and then one thing after another I happen to meet Svetlana.

I would think it only shows she visited Romania, not lived there on the passport. Entry/Exit. Not familiar with internal passport, I was under impression that only the passport they travel in and out of Ukraine is what is needed. I can ask and see from my fiancee. I do not remember that kind of passport you are talking about. You do not have to tell me anything about dealing with former soviet country my friend, I know what you mean, they love documents and records. Well not everything carries over from that era, that I know, lot of things got misplaced or vanished after that era.

Neat deal. I know what you mean, I never knew anyone from there until I meet my fiance's sister through friends, who introduced us on accident and it was here in USA when she was visiting.

Moldova at the time was a part of the USSR. So she would not have used her "international" passport assuming she even had one. She would have traveled on her internal propiska. Back then they had to "register" whenever they changed cities. This was recorded in the propiska.

Wikipedia: "Propiska - "The record of place of residence" was a regulation in the Soviet Union designed to control internal population movement by binding a person to his or her permanent place of residence. Under the Soviet rule, a valid propiska was required to apply for jobs, to get married, to receive medical treatment, and in many other situations."

Hey Guys, I'm in cloudy Kyiv right now. Just wondering (interested your opinions) as to why the difficulty with the I134 issue? Is there something hear I'm missing other than divulging some additional "updated" information? I really don't care what it it takes to bring my future wife to the states, I'll do it regardless or give them what they need.

BUT, if there is something else I'm missing...please fill me in.

No nothing more than what you and I have already discussed. Just do not want to sign a "contract" with the US Government if I do not have to, more on principle than anything else. The document does not have much in regards to "teeth" when compared to the I-864.

FWAGUY, what do you mean? Your girlfriend should be able to get her police certificate for Ukraine at her local oblast government office(like county courthouse/police station), but she better take money for bribe/tip or know someone, cause things move mighty slow in Ukraine and with lots of mistakes sometimes on documents, and honestly I have found from my own personal experiences in Ukraine lot of people expect to be bribed/tipped or paid . ALSO, not 100% certain, but I think the police certificate is only good for like 10 days or so before Kiev interview so better have your girlfriend check on that, I will ask mine and let you know, but pretty sure of that fact.

I notice embassy at Kiev is not real thorough with email replies, just answer what they want to and let you scratch your head and say but you did not answer the entire question.

Too bad I would think they would tell you what you needed to do on Police Certificate.

So is your fiancee from Ukraine originally? I mean would not think that would have anything to do with police certificate. Sorry but could you give me more detailed info about this and I will check with mine, she said she had it under control and knew what to do to get her police certificate or record no problem. Be glad to help you.

My fiancee is originally from Odessa and currently lives in Kherson. I am not worried about the PC's from Ukraine. I am worried about her PC from her time spent in Moldova when she attended university. She would have to travel to Chisinau to get the PC because they are not available locally or from the Moldovian Consulate in Kiev. Police certificates are valid for longer than 10 days (Maybe 6 mos.?)but the consulate HOWEVER wants them from a recent time.

Police Certificates are valid for ONE YEAR for past residences. ie: she lived in Odessa but now lives in Kiev, However as you stated the PC from her current residence should be from a more recent time. I would think under 90 days but that only my guess.
