Evidence of Sustained Income must meet poverty requirement?

Please Help, I do not know what is best to do.

My fiancé is in the Philippines and a week ago the CO said that she needed me to submit evidence of current sustained income. She said "pay stubs".

I am a student and my part time job does not meet the poverty line threshold. However, my sister is a co-sponsor and makes well above the poverty line.

If I send the pay stubs that I currently have which are below the poverty line, will I be rejected because of the low amount, irregardless of my sister's co-sponsorship? Another way to ask this is this...if I did not qualify because my sister's co-sponsorship was deemed inadequate, would they ask for this or something else?

and

If I am rejected, will I be able to re-submit paystubs when I get a job that does make more than the poverty requirement

OR

is it better for me to wait till I have the good job and not risk being rejected?

Please help, someone? I can't get ahold of anyone at the embassy. Always there is a busy signal or the phone just rings and rings and rings.

I believe the Philippines rarely accepts joint sponsors for a K-1, and will usually just deny the application rather than accept them.

They are obligated by law to accept them for spousal visas though, so if they do wind up denying the K-1 you can "solve" it by marrying and then applying for a CR-1.

You send the sponsor's or cosponsors pay stubs...your sisters in your case.

Timeline

I'm in a similar situation where I haven't even filed for a K1 visa yet because at the moment I'm currently unemployed. Reason being is that I was laid off from my Nuclear Medicine position at a hospital in NYC, and I'm currently waiting to hear back from graduate programs. I am trying to go to Physician Assistant School. I'll know by June 1st if I was accepted.

If I don't then I was just gong to get another job in Nuclear Medicine and then apply, All is well.

But if I'm accepted, I won't be working for another 2 years. I'll be a full time grad student. I don't want to be away from my girlfriend for another 2 years. Can my father co-sponser with the Ukrainian Embassy?
