That is a good question. I don't think so since they are not official documents. The issue is do they want to read it or simply see that it exists.

If you want them to be considered for anything then yes everything use be translated.

A translator does not need to be an official person. Anyone willing to sign a statement that he is fluent in both languages and translated the document accurately will do.

For chat logs sent with the I-129F petition, you probably do not need to translate them. They are not required or needed to get an I-129F approved and most likely would not be read by the person processing your file anyway. Relationship proof sent with the I-129F is so that it will already be in your file for the CO to see before your K-1 visa interview. Typically documentation that is for the K-1 visa interview does not need to be translated if it is in the country's native language.
