No, your toddler son does not need an exit permit as he holds a USA passport.

Who does not need a DSWD Travel Clearance to leave the Philippines?

• A Filipino minor traveling with either parent, with his or her solo parent or legal guardian;
• A Filipino minor whose parents are in the Foreign Service
• A Filipino minor who holds a temporary or permanent resident visa of another country and is rejoining the parents in that country
• A child holding a foreign passport

Thanks for your reply but after we applied for CRBA at the manila us embassy last 2012, my son's us passport was delivered to our home address here in davao together with an instruction to obtain an exit permit from the beaureau of immigration.

Does your son also have a Philippines passport? I guess I assumed he did, but if he does then he does not need the exit permit, just show both passports. If he doesn't have a Philippines passport, then an exit permit is required if you can't show how he entered the country. Other than that, as long as the child is traveling with a parent, they do not need the Travel clearance.

Don't confuse Travel Clearance with Exit permit (this is related to the exit tax)

I spent an hour researching this topic and what I have been able to ascertain is that if your child has both a US and Filipino passport then he/she can leave the country without an Exit Permit. Using the Filipino Passport to leave the country and using the US Passport to arrive on US soil. In some cases I found that both passports were submitted with no problems. The passport that is not needed is handed back to the parent at immigration. (this is the experience of others in your situation).

Now, having said that I was unable to find the "authority" on Exit Permits, so having said that, I recommend that you call Philippines Immigration and confirm what I have said.

When I left with my child who only had a US passport I had to obtain the exit clearance the same as any foreigner who was theere over six months. There was a years worth of fines that I had to pay for the child plus an ACR card. Now that the child is in the states I have gone to a consulate and had the photo taken and am now awaiting the Philippine passport. Get both passports if you can, saves a lot of hassle later but waiting at the DFA can take a LONG time and the consulate is quick.

If you get the exit clearance it takes 72 hours before you can pick it up. I paid 7600p in fines

My son has philippine passport and US passport. Thanks for your advise. I will calk beaureau of immigration and manila US embassy tomorrow just to make sure. Thanks!

I just left with my son on Feb 24, 2014. Dual citizen, 2 passports. No clearance needed...just showed up at the airport with both passports and away we went. Home in good ol' Pennsylvania now........

I'm curious. Did you present both passports of the dual citizen to both immigration kiosks, Philippines and USA? If so did they need both? Maybe you presented the Phil for Phil and the USA to US officials. Can you give a little more detail. Thanks
