You can call the NVC to see if they have received your case yet, if it has been sent to the consulate yet and if they have a case # for you yet. They don't contact you about all that, other than to send a letter in the mail, and that can take awhile.

Once your case has been sent to the consulate, and you have your case # from the NVC, then you can go ahead and fill out the DS-160.

You can fill out this form any time you want but better within 1 month before an interview, the fresher is information the better.

Consular fee you can pay even today, the receipt is valid for 1 year. But if you have doubts about it, better clarify in the U.S. Embassy of your country.

You need the case number to fill out ds-160.

Case number is given by nvc, you can call nvc to know if they have your case number.

It is better fill out the ds-160 one months or lessbefore interview

I also had this question as we received the NOA 2 on 7-28-2014 and are awaiting further instruction.

My fiancée will have the interview in Bogota Colombia if that matters.

How do we know when to file the DS 160?

Thanks for any help. :)
