Would you like to elaborate more your question, if you don't mind? The embassy can't deny petition -that's USCIS- but they can deny a visa and sent back an approved petition to USCIS to revoke it.

If you mean the embassy already made decision whether they denied or approved a visa, I would say probably true. The CO would learn all papers from your I-129F package, the application papers you've submitted during K-1 visa process.

That's why many applicants during their interviews, a consular officer did not ask for photos, emails, cards, and etc - at least from my experience- and had a regular conversation with an applicant. But if they suspect someone is trying to do visa fraud, they've started to asking more questions and might be the questions have never crossed in their thoughts. Many people who got a tough CO usually ended up being put on AP or got denied for the visa.
