can anyone help me out... the iv and aos bill shows paid. can i send the iv and aos packets then fill out ds 260? or the ds260 needs to be filled out first before sending the packets????

No, that's not the case. IV and AOS path are independent. Your IV bill will be generated once the DS-261 is reviewed and accepted.

It's really hard to say as there is no specific timeline. The safest bet is to holdon to your job until the interview. Once approved and you have the visa in your hand , you have 6 months to travel. I think at that point you can give your letter if resignation.

It hasn't even been a week for your DS-261. Until NVC accepts it (have you called them no IV bill will be invoiced. Has nothing to do with AOS.

Yes, the green check mark simply indicates 'Submitted'; not accepted or reviewed. After couple of days from submission it'll get accepted in to the system (You'll have to call to find out no way to tell from the online system) and after that they'll review it. Once they review it; you'll get the IV bill.

You should call because the case complete email comes a week after case complete.

No you do not get a email when they send to consulate.

You get an email when you interview is scheduled usually within hours of the scheduling. And that's that. Casefiles usually go out within a few days. If you want to track it there's many things you have to do and you have to call and then go to DHL (See the NVC wiki on that).

Thanks. I guess then another couple of days. I didn't know that. I thought it was more like a step by step process. I guess I should get ready to pay the fees in a day or two. Thanks for this info.
