Permanent Resident Card not received after 8 months of arrival

Timeline

I entered the US in May 2013 on CR1 visa. I have not received my plastic green card yet. It has been more than 8 months since I arrived in California. i have been following up with USCIS. Every time I call them, they say, they will order to print the green card and I should receive in 30 days. This has happened atleast 3 times now and still no news of the green card.

Can somebody suggest, what should i do.

Timeline

Set up an Infopass appointment through USCIS.gov website and go to the local office. If you are going to travel, they can stamp additional time or give a temporary one after doing biometrics again. THat is one option or doing what you have already done.

Mailed I-130 overnight-8/28/2013

Delivered to the USCIS PO Box Chicago 8/29/2013

NOA1 date-8/29/2013 Got as of 9/4/2013

Transfer Date : 2/24/2014

Transferred to Vermont

NOA2 3/7/2014

NVC received 3/19/2014

Case number Assigned 4/18/2014

DS-261 filed 4/26/2014

AOS paid 4/28/2014

AOS shows paid 4/30/2014

IV paid 4/30/2014

AOS and IV packages overnighted sent 5/2/2014

Packages at NVC 5/5/2014, system date of 5/7/2014

Case Complete 6/2/2014

Interview assigned 6/11/2014

Interview 7/18/2014 at Mumbai, India

POE 8/28/2014

Twins-7/19/2015 (Boy and Girl)!!

I-751 mailed in 6/1/2016 (two day priority)

Timeline

Since you interviewed after 1 FEB 2013,

you were required to pay the 165 Immigrant visa fee to obtain a green card. IF you paid it,

please note that the ELIS system did some 'change over' late in the summer of 2013,

and is possible that your payment history got lost.

When you call back in to USCIS, get an ISO, and go over the payment history again. I'm betting you not pay with ELIS, but paid with the prior system

or

your green card was mailed out and was nixed back by USPS back to USCIS, so ask the ISO for any returned mail pieces on you.

Getting an ISO is not a painless process, be prepared to wait up to 3 hours after first talking with a CSR (the sub-human that answers the phone firstly).

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

Did you pay the issuance fee for the green card?

I have paid the fee of $165 and i paid through ELIS. USCIS has acknowledged that they have received this payment and I can see this in Elis website as well. Inspite of all these I am yet to receive my Green Card. I had to travel to India for a family emergency and while returning I had a tough time explaining this to Immigration in India and in Singapore. I did not have any problem though in SFO .

they not understand the endorsement statement in the visa itself? That's sucks, specially for Singapura, as them fellas are READERS !
