To me it seems that K3 is revived since the processing times for I130 is 6 months longer that 129F according to the current processing times in CSC.

Can I count on that or am I missing something?

Nope doesn't make sense and it won't happen. They are being matched up when filed. In fact a I-129F with a noted I-130 on the books goes straight to NBC not to be adjudicated separately.

You have to realize the K3 came along when I-130's were taking 4 to 6 years to being over family. The USCIS just got backlogged and need to catch up they aren't going to complicate things further by rejuvenating that Visa.

But it also implies that they still approve it since they have that metric of 5 months! Then it implies it's not dead?

People can choose to apply for whatever they want. Some people may choose only to pursue the K-3 and not a spousal immigrant visa because they think the K-3 is better.

You are assuming that people do not apply for the K-3 only. Some people do only apply for the K-3, so that is why K-3s get approved.

I'm not assuming anything. The prerequisite to apply for 129F for K3 is applying I130. And people claim that they process I 130 over I129F no matter what. So it's not possible to apply only for 129F (K3), no?

Read the instructions on how to be on the K3 route, then on the immigrant visa website what happens if the I-129F if it reaches the NVC first.

Just read this. There are situations where the I-129f is approved before the I-130.

http://travel.state.gov/visa/immigrants/types/types_2993.html

Upon approval, USCIS will forward your petitions to the National Visa Center (NVC). The NVC will take appropriate action depending on the order they receive your petitions. Review the table below for details.

If the NVC receives the I-130 before your I-129F or The I-130 and the I-129F at the same time

The NVC will administratively close your I-129F

Your spouse cannot receive a K3 visa

The NVC will contact you with instructions on how to process the I-130 petition to receive an IR1 or CR1 immigrant visa

IF the NVC receives The I-129F before your I-130

The NVC will give you a case number and send your I-129F petition to the U.S. Embassy or Consulate in the country where your marriage occurred

Pretty much is not possible because they join the I-129F and I-130 at the USCIS. I've also seen a case recently where the USCIS closed the I-129F because they approved the I-130.

You cannot start the K3 process unless you file the I-130 and the NVC makes the decision based on the order the petitions reach them from the USCIS. Even a consulate or embassy can and have close the K3 route if there is an approved I-130 on file.

This is incorrect. You aren't choosing a Visa when you send in petition theI-130 is for Immediate family married folk if they wanted to hopefully pursue a K3 later down the road than file a I-129F its hand in hand that simple. No skipping and making your own Visa.

Applying for K3 only is impossible.

I read that but people here claim that it's not possible to have 129F come first anymore.

I have seen this year (or late last year) two people went all the way through I-129F off to embassy they were going the K3 route and the embassy closed the I-129F since the I-130 was coming. One couple the I-130 was just at NVC so they were delayed lik.

Someone else reported here not to long ago they were asked which route and they chose to stay on the CR1/IR1. It happens we say obsolete because more times than not they are just closed but some do get by. WHY who knows. Is it a country specific thing who knows.

Many since this horrible delays have filed I-129F in volume it will be interesting to see what happens. Seems a bigger logjam because USCIS says they will send the I-129F where the I-130 is and they will stay together so now adjudicators have two petitions to go through more delays.
