Then i think we just have to get married here then. Is it possible to apply spousal visa ahead of time? So we can both go in US at the same time? Because hes planning to have a vacation next may by then we can get married.

You can't apply for a spousl visa with someone who is not yet your spouse. He can visit you and get married to you but you will start process all over again as a CR-1 visa applicant.

You need to meet in person somewhere....can be for only a few minutes between flights in some airport....but you need to meet in person.

Your petition will be denied if you don't.

Not so sure if this recommendation applies to Philippines. They want to see that yhe two of you jhave sepnt significant time together, not a few minutes at an airport. IMHO

You should check out this post: http://www.visajourney.com/forums/topic/468557-k-1-fiance-visa-denial-after-interview/

It appears they went through all of the steps but were finally denied because their meeting was just a little bit over the 2 year mark. You have to go visit him unless you want to waste all your money and time. I would have to agree that it is probably worth it to do this now and NOT wait until after you are married as those visas are taking an incredibly long time in comparison. Good luck!!
