2-Step Foreign Embassy Process? [Tokyo]

Timeline

Aloha,

My fiancee and I were blessed with a NOA2 on 10/27/06.

Within a week the U.S. embassy in Tokyo sent my fiancee a packet - but instead of what we expected it was only a preliminary information sheet. She filled out her biographical information and sent it in via registered post (which shows receipt soon thereafter).

The instructions were to wait until her final packet arrived.

I have been following the VisaJourney timeline to the letter and was surprised when there was an extra step thrown in there that wasn't mentioned.

It has been ~3 weeks and she has not received any additional documents from the embassy. Calls to the embassy (including the fee line which is ~1500yen for < 1 minute) have just told us that they cannot reveal status of individual cases.

Has anyone gone through something similar with the U.S. embassy in Tokyo, Japan?

10-14-06 - Sent RFE Evidence

10-27-06 - Received NOA2

11-18-06 - Tokyo Embassy Sent Form Requesting Information & Beneficiary's Birth Certificate (again)

12-15-06 - Tokyo Embassy Conducts Phone Interview with Beneficiary's Mother (??)

12-17-06 - Tokyo Embassy Sends Letter Requesting Beneficiary's Birth Certificate (3rd time!)

12-21-06 - Full NOA2 Packet Received by my Fiancee from Tokyo Embassy

01-21-07 - Fiancee Finishes Interview at U.S. Embassy in Tokyo - SUCCESS! Visa being mailed to her this week!

This is standard procedure for K1 visa applicants who are not Japanese nationals. In these cases there is no packet 3 & packet 4 there is only a K1 packet. Your fiance will get the K1 packet after the preliminary requirements already forwarded have been satisfied.

Update: My fiancee received a call from the US embassy in Tokyo today.

They were asking for details about her application as well as the last trip she made to the U.S.

Interesting, I didn't know there was a phone component to this process at all.
