1. USCIS instruction says that I-134 need not to be notorised, but in visa journey lot of ppl are say it has to be. so please somebody who had been through this pls help us.

2. for K-1 visa is it necessary to fill up I-864 form ? will it do without filling this form with just I-134

Follow the instructions. Notaries verify signatures not content.

The 134 is used for K 1 type visas. The 864 is used later for the AOS or in other types of visa cases.

Follow the requirements of the interviewing embassy/consulate. At this stage of the process, there can be subtle differences in the respective embassy/consulate directions.

Completed: K1/K2 (271 days) - AOS/EAD/AP (134 days) - ROC (279 days)

Nothing throughout the entire immigration process needs to be notarized unless you are specifically instructed to do so. If your consulate instructions do not say to notarize the I-134, then do not. It is not required. The I-134 is for the K-1 interview and the I-864 will be needed later after you marry and file for AOS.
