DS-156K form question

In section 5 of DS-156K form, the form is requesting information regarding the beneficiary's ( fiancee ) children, and whether they are accompanying or following. Then in bold print after section 5, the form directs people to provide birth certificates for the children listed in section 5. Do they need to be english translations of the birth certificate? Also is this required even if the children are not accompanying or following?

If the birth certificates are in the native language of the country where the interview will take place, translations shouldn't be necessary. Confirm this in one of three ways: (1) Click the "Embassy Info" link atop any VJ page, and search for your consulate; (2) find the consulate's official governmental website and read the requirements there; or (3) e-mail the consulate directly. Print your e-mail and any reply that you get. Let us know which method works.

The embassy in Thailand will accept the Thai version but you will need them translated later anyway so its a good idea to get it done in Thailand. This can be done by an agency for about 3 to 5 hundred baht per page of by any person competent in both languages. Type translations in the search block here on V J for an example of the "certification " required. Its simply a statement by the person doing the work that they are in fact competent.
