I need assistance to let my Fiancee to know. Who is the one who will give her the embassy appointment.

Perhaps she will be able to select the day, or the embassy is the one who say when ????????

She is the one making the appointment at the U.S. Embassy in Bogota, first by registering at the Embassy sight, she will get a slip with a number on it, this slip she has to take to the bank and pay the visa fee. Then she goes back to the website and enters the bank receipt number and she can make her appointment.

You can download the visa instructions from the US Embassy's web site to get this information. It is available in both English and Spanish.
