noa2 sent to listed consulate ? ? ?

I received noa2 in the mail today it says the petition is approved and will be sent to the listed consulate i have read it will go to nvc it that the listed consulate it sorta sounds like the petition is being sent to manila not nvc just wishful thinking ? ? do all noa2 say that hope someone will tell something

Despite what the NOA2 or what even an operator might say, no file ever goes directly from USCIS to an Embassy or Consulate. A file needs to be assigned a case number and it's the NVC that assigns the number.

Yes and I don't know why. It should be typed that it is being sent to the NVC and from there, it will be sent to the appropriate Embassy or Consulate (sometimes people don't write the correct location on the form, even though that is never an issue).

The letter always states that yet the petition is always sent to NVC before forwarding to the embassy.
