As I have been reading on various posts here, it seems that the US consulate has made their mind up even prior to the interview, such as seeing green slips in the folder even before the questioning is over. My question is then, why should she even bring the letter to her interview to subit as evidence?

Because if they ask for an updated letter of intent, she'll have it or potentially be denied.

August 5, 2013: 1-129F mailed
August 7, 2013: Received at Lockbox
August 13, 2013: NOA1
September 4, 2013: Alien Reg. # change
October 16, 2013: NOA2
October 29, 2013: Sent to DOS
