What's the correct way of sending DS-3032? I am reading the guides and one guides has template to fill out and send. The other guide says to scan the PDF with signature and send.

OPT IN is for a specific set of countries that allow electronic intake of docs at the nvc, as outlined at the nvc.

the ds3032 is required for all of them

first you will get an account termination error.. shortly after that you will be able to access the aos fee. iv stuff available after ds 3032 is accepted.

aos should show within a few days
