I would say it should be original.

If your income is meets or exceeds the Poverty Guidelines you only need the most recent tax return and W-2, you really don't need the employer letter, that is listed as "may include" not required.

Yes! You can offer a copy of the letter, But the best evidence would be an original, unless there is a problem getting at least 2 original letters of employment from your employer.
