When to pay for visa?

I read on one form that you are supposed to wait until after the P3 has been sent in and received and they send you either an Email or package with information on how to pay for the visa. I have also read on the forums that others have paid before sending; does it really make a different when you pay for the visa and schedule the interview?

Also to confirm, the priority date is the date they received your petition (ours was Oct. 22, 2012)?

I'm 99% sure you need to sign up to the CGI Stanley site once you get the e-mail after they have received your "Packet 3". Once you get the e-mail sign up for the site go to the bank pay for your visa (http://ustraveldocs.com/cn/cn-niv-visafeeinfo.asp#) you will get a recipe number from the bank input that into the CGI Stanley site to proceed to select your interview date. You cannot get a interview date in till you have paid for your visa. The processing time for CGI Stanley to validate your recipe number is around 24hrs.
