DS 230 questions 31 a and 31 b

31. a. Persons named in 14 and 29 who will accompany you to the United States now.

31. b. Persons names in 14 and 29 who will accompany you to the United States at a later date.

(where 14 is spouse and 29 is about children)

If my spouse(beneficiary) is going to come to US herself and will not be accompanied by me on the way, should 31.a. be left blank? I do not really understand the significance of these questions.

The DS-230 is a general visa application form. Sometimes the person applying for the visa was petitioned by their parent, child, or sibling. These preference categories sometimes have waiting lists so there are options for spouses and children of those categories. That person may have a spouse or children who are joining them or following them later for example. They are asking about non-USC who are or will be immigrating.

A USC is never immigrating to the US. If you do not have a non-USC child who is joining you now or who may be following you at a later date, the correct answer for both questions is NONE

Timeline

Me and my family are Canadian Citizens.

My father made petition for me and it is Married sons and daughter I-130 ( F3 Category )

Two fees $88 and $920 ( for four persons ) paid.

Now

I just received DS-260 and I am confused for following.

31a. Person(s) named in 14 and 29 who will accopany you to the United States now. Put the names of your spouse and children who are immigrating with you. Those whom you paid the IV fees for.

31b. Person(s) named in 14 and 29 who will follow you to the United States at a later date.

My daughter has got admission in Canadian University and planning to study in Canada but wants to take this US Green card , stay in Canada and finished her study of 4 year program. Is she chasing the visa too as your derivative and will immigrate with you? If yes, put her name in 31a. If she won't be immigrating with you (meaning you didn't pay her visa fee), write her on 31b.

What should I do? for filling 31a. and 31b.
