Read the actual NOA2 (i-797 Notice of Action). It says there that it will take 30 days before NVC receives the case file from USCIS.

You can call NVC to follow-up your case and get your case number: http://travel.state.gov/visa/immigrants/info/info_3177.html

When you already have your case number, you can send the DS-3032 via email. Follow this VJ template: http://www.visajourney.com/wiki/index.php/Email_DS-3032_form

So your spouse is a Legal Permanent Resident of US not a citizen yet?

What is your priority date? you will have a wait in line if they aren't a citizen. You need to check the visa bulletin what what they are processing now.

Call NVC and get the case no and give them your email and your spouse's email id. Then only they can contact you via email. And do take invoice identification#(IN) as well
