AOS for $0 income with joint sponsor

We need a bit of help my wife who is the petitioner was working taking care of her grandmother but not getting a salery from her. We filled out the AOS form with $0 being her income and she only file her first ever tax return last year showing $0 as her income. I had to get a joint sponsor who is my uncle who does make well above the income level and he has submitted his AOS. We now had a letter today saying

A review of the I-864, I-864EZ, I-864W or I-864A (if applicable) Affidavit of Support form and
supporting documents that you submitted has revealed that you have provided incomplete information in
your response or you have not responded to some questions.
Please pay specific attention to the questions marked in the attached I-864/A checklist. You will need to
complete and submit a new form with the changes noted on the attached checklist.
You will need to follow the instructions for the Affidavit of Support (I-864) that are posted on the
Department of State website at the following address:
www.ImmigrantVisas.state.gov. From there, you can fill out a new form online, print the new
completed form and mail it to NVC. If you are the Petitioner, please read all instructions and complete
the correct form to submit to NVC. An Affidavit of Support form is required to be submitted from the
Petitioner on each case regardless of his/her income level.
NVC will hold this case until you send us these needed items. When you return the documents to NVC,
please make sure that the documents submitted are in the correct order and stapled together, as stated in
the I-864 Important Notice instructions.
When responding to the National Visa Center, please include the bar code sheet that came with this
letter. Failure to include the bar code sheet may cause a delay in the processing of your case. The bar
code sheet should be placed on top of all documents being submitted for this case and mailed to th

[x] A written statement indicating why you did not file income tax returns. (We did this aready with the other AOS)
[x] 2012 IRS tax schedules.
[x] 2012 Federal income tax returns, IRS printout, or Letter 1722 issued by the IRS.
[x] 2012 W-2 forms(s) or IRS Tax Transcript(s).

Did you complete an I-864 form and did your Uncle complete an I-864 form? The USC spouse, that's you, must complete the I-864 form as the primary sponsor evenif a co-sponsor is needed. You also need to include the last three years of tax transcripts or why you did not file. The reaosn for filing must be a reference to the IRS CFR as to why you were not required to file. Zero income is not always a reason for not filing as my brother has zero earned income, but must file a tax retun every year due to investment income. So you must find the legal reason in the IRS tax code and send that in.

It is sounding like you did not complete an I-864 and only your Uncle did. If that is not the case then I do not know why they keep wanting the full name listed.

Funny thing is we checked the AOS she submitted and all the lines they said are filled in my name is on all parts where it needs to be also we are baffled
