should my husband send of the I-864 forms when he mails off the I-130 forms ?

or should he wait till after our application has been approved and then send them off when requested after can anyone please explain how do we put everything together.

As per the guide, the I-864 is for *after* the I-130, when you are applying for the visa proper. So no, he does not send it yet.

Wait. At best, if you send with the I-130, they will throw them out and you need to re-send. At worst, it will confuse someone at USCIS and delay your case.

Read the I-130 guide up the top of the page thoroughly. Or go to uscis.gov, form I-130 and its instructions.

No. I-130 goes to uscis once you receive your decision in NOA2 (Notice of Action 2) and it says it's approved the case is transfered to NVC . after you send out ur I-130 packet you can put your next documents together but don't send until you get your notice from NVC.
