There is a visa processing fee of $240, usually required to be paid before the interview at the consulate.

It appears you need to pay the $240 before scheduling your interview> http://photos.state.gov/libraries/ukraine/895/pdf/k_instructions.pdf

You have to pay two separate fees

You paid $340 for the I129-F. You pay an additional $240 for the visa (usually before you can schedule an interview, or before the interview, depending on country, see your country's embassy site as to how to pay this fee). You also pay a fee for the medical, this depends on the country.

There's also a $165.00 USCIS Immigrant Fee that you may read about or be told by some people that must be paid before coming to the US. This is not for K1 visas. You do not pay this.

FYI, on March 16th, they changed the process. They no longer choose an interview date for you. I'm not sure how they used to receive the visa fee, but now they require it to be paid before the interview date can be scheduled. the petitioner and beneficiary must use their website and step through several steps to schedule the interview. They send an email notification announcing they are ready for you to do this and provide the link and instructions. it's seems fairly straight forward until you get to the payment of the visa fee. this fee can only be paid within China. In other words, the fiance must pay it on her end, by either using a special "Union Pay" debit card or going directly to the China CITIC bank. My finance does not have this kind of debit card, so when she tried to pay online, it was refused with this message...

很抱歉,您的订单未支付成功!
失败原因:该银行卡未开通银联在线支付业务(5700000)
交通银行储蓄卡需先在 个人网银
或 银行营业网点
which translates into...
Sorry, you did not order payment success!
Failure Reason: The bank card is not opened CUP online payment services (5700000)
Bank debit card to be first in the Personal Internet Banking
Or bank branches

CUP = "China Union Pay"

This evening (morning, her time), she's going to her bank for help. Hopefully we can get this taken care of this evening. I want to get her interview scheduled well before the Guangzhou US Consulate closes on July 15th. They're moving into a new building complex and won't reopen until July 24th,

2 consular fees if fiancé child is on the 129f?

Not if a child is listed on the I-129F but if a child is listed on the DS forms for applying for a K-1 and K-2 at the consulate. Each visa applicant has to pay the $240 fee, so a fiancee and one child would be $480 total, yes.
