Your timeline does not indicate that your case has left NVC and received by the embassy, has it? If you called NVC and found out when it left, there is a trick to use the DHL website to guess when your case may have been received by the embassy.

my fiance didnt receive his either... but they told me they sent it to him om may 23rd

We never recieve our packet 3 either, but we collect the data that they embassy in my country need it. We prepare them and my fiance call the NVC ask if our case with them.

Suddenly in 5 days we recieve mail from embassy in my country Indonesia.

The next day I made appointment with the doctor and gave them our case number from the embassy. The next two days I send an email to the embassy and they schedule my interview. If you want to make things fast, just prepare everything before they ask you. That is base on my own experience

You should call the DOS. Ask them to give you an NVC number, ask them if your case left for paris.

Apparently, you're not the only one at all. Try not to stress too much, this nightmare will end. I promess it is true, even though it doesn't feel like it when one is in it.
