HELP HELP......(Can my fiancé Visit Me in the US)

My fiance is planning to visit me in New Jersey at the begining of June. We sent in our K1 application at the end of October 2012 and received a RFE in April. We summited the required documents and we are now waiting for our NOA2. My fiancé is a Austrian citizen. I've read on here that those applying for a tourist visa while waiting for a K1 will not get it. But what about this situation? Would it get him into trouble to visit me? Would he get turned back at the POE? I also remember reading about fiancees who visited their USC's while waiting and never had any issues at the interview. Can anyone help me out with this? I just want to be sure we are doing the right thing.

He isn't required to apply for a visa to the US. Austria is part of the visa waiver program, only thing he needs is an ESTA, which he can apply for online and it usually gets approved instantly.
