Any of my visa journey members on here who get Approve At the US embassy in kingston jamaica recently? Am trying to find out if i have to pay the $165 before my husband leave jamaica or i can pay it when he reach here in the us?

You can pay it anytime, but he can't get his actual green card until you pay it. Until it is paid he can only use his passport stamp.

I'm a dual US/Hungarian citizen (both by birth; Hungarian citizenship verification TBA), and my husband is a dual British/Irish citizen (by treaty) from Northern Ireland. We are atheists.

07 Aug 2013: Green Card received

27 Feb 2014: Whoa, life happened. Planning move "back home" together to Republic of Ireland by end of April.

29 Apr 2014: POE Dublin through Heathrow

15 May 2014: Received formal residency/work permission (GNIB card with Stamp 4, one year renewable) for the ROI

The new fee ($165) is for the issuing of Green Card by the USCIS. No, you don't have to pay it before your husband leaves Jamaica. You can pay it anytime through the USCIS website. However, your husband will not receive a green card until the required USCIS Immigrant fee is paid.

When I did my interview a month ago in kingston The concelate told me that I must pay the fee before leaving jamaica, plus I got the visa packet and with it was some papers saying that I must pay the fee BEFORE I depart to the united states. So I just went ahead and pay it to avoid any delays or issues.

The paperwork states that you need to pay it before you go but that is just inaccurate wording. I do suggest paying it as soon as you can so that you can start to track the green card production and delivery. But if you aren't in a position to pay it right away you can certainly wait a little while. Just remember that the stamp in the passport can only be used for up to 1 year and the green card can take some time to be produced and sent out. I would encourage you to close the loop on the process as soon as possible so it is all taken care of.
