The time it takes the NVC to assign a case number?

If you did get your NOA2, you just have to keep calling the NVC on a daily bases, they are the one that could tell if the received it or not.

Timeline

I have an NOA2 date of Feb 25, 2013 and NVC has yet to receive. I have sent a copy of the NOA2 to NVCresearch@state.gov almost 2 weeks ago and still nothing. I am beside myself and think this journey will never truly become a reality.

It will. The local offices are very weird about how they are sending approved petitions. Once a month seems to be the norm which is very silly. Hopefully you'll get some news soon! If not is the USC spouse willing to contact the USCIS to make sure it has indeed been shipped and also their congressman about why it hasn't yet?

I was approve the 19 march 2013 and i called them yesterday, and they told me they have already received the USCIS package the 25 of march, but that i need 10 to 20 days from that date to receive my case number

Well good they have the file. Call back every few days to find out if they have the case number ready yet. When they say days they mean "business days" so Monday to Friday. But remember they're open from 7am to 12am EST.

I made it a point to call late in the evening too because as I have seen things change HOURLY there. I got my AoS invoice and emails at 8pm EST and earlier that day NOTHING. So just because you call on say your lunch break at 1pm EST doesn't mean by 11pm that things haven't changed so I always called toward the end of each business day and at day 10 after I knew they got the package I called everyday and on day 15 got the number. Everyone who I have spoken to there has been very helpful!

My NOA2 is March 8 and just yesterday I called them and they said my file has JUST ARRIVED TODAY THERE...the person said to give them another 2 to 4 weeks to input into their systems! I just told her that I'll be calling back on Monday to ask again. She said OK!
