Is the visa issued the same day as the interview at the US Embassy in Manila?

10/2012: AOS Delivered to NVC by UPS

11/2012: DS-3032 Delivered to NVC by UPS

11/2012: IV Invoice Marked PAID by NVC

12/2012: IV Package Delivered to NVC by UPS

-US Embassy Manila-

02/2013: Interview Complete

02/2013: Visa in hand

02/2013: USCIS Immigrant Fee Paid

-USA Arrival-

03/2013: Arrived

03/2013: Social Security Card Recieved

03/2013: Green Card Recieved

nope...

The Immigrant Visa Unit uses a guaranteed courier service to deliver issued visas. 2GO commercial courier is the Embassy's authorized courier service provider for the visa units. Visas are delivered directly to the applicant’s designated address at no additional cost. Applicants also have the option to pick up the visa at any 2GO branch.

I believe the time frame is a week to 10 days.

nope. after the interview, if approved,

there's more work to be done at the IV Unit, to prepare a visa packet.

Once that's prepared, it's sent out via courier.

The ONLY thing you might be able to get done is to 'hold for pickup' at the IV Unit.

Must to inquire about it, and be certain to get a slip of paper allowing the beneficiary back into the IV unit on a later date.

It's rare, but it happens.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
