No. Go to visit her then file the petition.

The only exceptions to the 2 year rule are if religious/cultural beliefs or a extremely difficult circumstance would prevent that; that said, it would be up to the couple to demonstrate that conclusively and with a lot and I mean a lot of documentation.

I don't recall seeing anything related to those exceptions in this forum. A visa denial is quite far from a extremely difficult circumstance unless you cannot fly/travel (as it would result in a life/death situation) and the only possible way to meet is if your fiance is the one who would have to travel but she can't secure a visa. Even with that, my first thought for example would be that you could land travel to Canada/Mexico and fiance can travel there.

If the impediment is a visa for the fiance, than you would/could travel to her country, and/or meet in a 3rd country. If your traveling to her country would put you in a dangerous situation, and fiance cannot travel out of her country also for reasons beyond her control (one example is that she could not secure a passport or her leaving the country could put her immediate family in danger); that might be a possible exception.

Economic hardship is not a extremely difficult circumstance either BTW.

Since yer in Syria, it's best to meet up with yer lass in some other country that the two of you can easily get to.
