Slowing/canceling NVC process?

Is it possible to postpone or cancel the IR visa at the NVC stage and still travel to the US?

We've been married over 20 years. I'm the USC, my husband is Japanese. We've already passed the USCIS stage and are waiting to hear from the NVC, but some things have come up making it better for us to NOT continue the process for a year, maybe two. However, we'd still like to be able to go to the US for shorter periods until we're ready to take up the IR-1 process again.

Does anyone have any thoughts on this in general? Can anyone answer these questions:

1. Can we just postpone responding to the NVC? For how long?

2. Is there a formal process for postponing?

2. While the process is pending, can my husband travel to the US on a tourist or business visa?

3. Is is possible to cancel the process? We'd rather not do this, but if it's necessary, we can.

Also, if I'm missing something, please explain.

Thanks for any and all information the VJ group can give. You've been a huge help so far.
