If you get your petition approve and nvs approve you and if both of you walking to embassy for interview they will issue visa. Most likely you will get ref and when you get ref just get a letter from Pakistani mosque saying its custom you don't meet before marriage. Than your petition will be approved :) .. I am in the same position as you good luck

Dude - you're getting your hopes up as well as the OP's. I can't comment on Afghanistan cultural [tribal] practices because they seem clearly more strict than and at times at odds with standard Islamic practices which allow and encourage the betrothed to meet in the presence of chaperones or each other's families. The odds are really against you though because the Embassy makes their own decisions removed from USCIS. Especially people from MENA countries know that just because USCIS grants the petition DOESN'T MEAN the Embassy will grant the visa!!

Furthermore, just because them Embassy knows the culture doesn't mean they are sensitive to it. Hope you and the OP have a back up plan. Dollars to donuts you'll both be denied, but for sure the OP. He already admitted his fiancee LIED on the application when she said it's a cultural reason for not meeting. He said in fact his fiancee just doesn't have the money to meet him! Their logic is if you can afford to petition for (and eventually sponsor) someone you can afford to visit them. Period.

Petition waiver? i had no idea there was such a thing!

Adeel once again the answer is still no! you have to meet her yaar!

the next thing is that she herself has to prove that she makes enough money to support you when you arrive to USA meaning her income has to be more then 18,000 dollars a year. but they really expect to see around 25,000 dollars a year which is above the poverty line. NO you can not get a co-sponcer the cosponcer is only for K3 visa in Islamabad embassy

Adeel it is possible for your fiance to met with you, there should be no excuse to her not being able to met with you. So from the infomation i have collected on your profile she is not a pakistani. If you and her are really in love than please take everyones advice and tell her to meet with you. I know that you as a pakistani will not have that much option and financial to go anywhere around the world so it is up to your fiance. Good luck....

what can i do.its depend on her ..she is saying dont worry if petition will appprove then visa is also approved...but i knew that my petition will not approve .0% chance..#...i am saying to her that plz come in pakistan ..and meet me...but she says .she cant come....i dont know why.but she cant lie ...i knew her..and i am new here .i did not that i am posting again and again..

I hate telling you this, but your fiance is pushing you down the wrong path. You will NOT be approved, even if the petition is. Many visas are denied even when petitions are approved. You will not get a visa. Study all the guidelines and please know Pakistan is one of the top 5 hardest US embassies in the world. You are correct, you have 0% chance of getting a visa.

If she cant come now, than how likey is it that she'd be able to come later too.. better just wait until she can be stable to apply again when you guys meet, and again it doesnt have to be in Pakistan for the meeting.. can be anywhere

This is absolutely untrue. Letter from Mosque will not do it. Neither for OP or for you. So, please, do not misinform OP and let him withdraw petition. There is 0 chance for you as well to get even petition to be approved. You did sent your RFE response but you will get denied 100%. Even more so they will mark you for misrepresentation and you may never have a chance for another visa.

Sorry to be off topic, but what are the actual top 5 hardest embassies?

I'm guessing the harder ones are (just from what I've seen here) China, Nigeria, Ecuador, Pakistan, India, Vietnam(maybe others?)

Is that the consensus?

I wonder where Mongolia ranks.
