USC receiving post mail from USEM about eligibility to be scheduled for a visa interview?

Few weeks ago, I was notified by USEM via email and confirmed that they've received my case from NVC.

We received the U.S. Citizenship and Immigration Services (USCIS)-approved visa petition (Form I-129F) from the State Department’s National Visa Center (NVC) on September 19, 2012 and notified the applicant in writing that he is eligible to be scheduled for a visa interview at the Embassy.

Today, I've received a post mail with returned address from Consular Office in Manila and with a Embassy of the USA Manila, Philippines header. It says:

Dear Mike,

This refers to your fiance(e) K1/K3 visa case.

Your case is eligible to be scheduled for a visa interview. You must pay the K visa application fee before you can schedule a visa appointment.

Blah..blah..blah

Sincerely,

Chief, Immigrant Visa Branch

Case Number: MNL2012xxxxxxxx

Name: Mike

Traveling Applicants:

Mike and Mike's DOB

Shouldn't this mailed to him instead of me? Does it even matter if I did and he didn't?

I'm assuming this supposedly the Packet 3 that USEM don't send out anymore and just ignore it?

It happened to us too. USEM sent the letters to both me & my then (USC) fiance that I am eligible to schedule an interview. In the letter it was clearly addressed to me. This was 4 years ago. We thought that was just a standard letter that they would send out to both the petitioner & beneficiary.

Both my fiance and I received this letter of eligibility. They are almost exactly the same except for the inside address, but both have my (beneficiary) name in the salutation (even the one addressed to him). Instead of the NVC letter or NOA2, this is the one I showed at SLEC (original and photocopy) :)
