If you plan to send the DS-3032 by mail (post) then the beneficiary has to actually sign the paper (print or scanned copy will not do). You can even choose to email the DS-3032 using the email template given in the below link.

http://www.visajourney.com/forums/topic/380887-nvc-filers-august-2012/

I used the email template given in the above link and I also attached the scanned copy in the same email. (Beneficiary printed the DS-3032, signed it, filled all the required details, scanned the copy and attached it wil the email. Also, in the email mentioned the same details again using the template as shown in above link).

The above link also has the payment portal link, you can enter your case number and IIN to check if the AOS bill is invoiced.

As you have received the AOS and DS-3032 in email, the bill should be invoiced. You can pay as soon as possible and it will take a day or two to get it paid.

Here is the link to pay the bill

Your wife can either print the form, fill it out, sign it, and scan/email it to NVC, she could fill it out and mail it, or she could email NVC in this format http://www.visajourney.com/wiki/index.php/Email_DS-3032_form and get the same results. You must make sure that you have given NVC her email address otherwise they will not acknowledge the scan or the email. It all depends on whether you want to wait for mail delivery.

I had my husband's DS 3032 form from my 2nd trip so when we finally got to NVC I dated it, wrote the case number on top in black permanent and scanned it.

Not too sure what you are asking.

However, when filling out any of the forms you must so with blank ink. The other posts gave you the options available for sending the form.
