Here's the USCIS.gov covering your question. http://www.uscis.gov/portal/site/uscis/menuitem.5af9bb95919f35e66f614176543f6d1a/?vgnextoid=16a6b1be1ce85210VgnVCM100000082ca60aRCRD&vgnextchannel=db029c7755cb9010VgnVCM10000045f3d6a1RCRD

They are very hard to get you can always request. I did and was denied.

In our case Request To Expedite at USCIS was approved but NVC didn't approve by simply saying "Its not a Life or Death Situation".

oh wow that was mean!! it looks like everything get horrible at the NVC!!!

I think NVC & USCIS have different standards. Our kid was born almost 4 months premature and wife is alone there. She needs me, so she contacted USCIS, they asked for a letter from Hospital. Doc faxed medical condition of our Daughter & USCIS immidiately approved that. But they asked for RFE & guess what did they ask? Passport sized photos of the Petitioner but once received they completed processing. She then asked NVC If case was being processed on Priority basis? NVC simply replied its not a life or death situation. She then didn't contact them back & followed instructions.

We expedite our case, it was approved and it took us like 4 months to go under the CR1 process thanks to it. We did it based on my husband's medical conditions. Read all what they ask and if you think you may qualify try applying. At the end it doen't hurt trying you don't have to pay an extra fee just for applying. So, good luck in your journey and the CR1 was your best choice :)
