You can have her go to this site for the requirements for renewal:

http://dfa.gov.ph/main/index.php/renewal-of-passport

Once she have everything that is needed, have her schedule an appointment through this:

http://dfa.gov.ph/main/index.php/consular-services/passport/passport-appointment

Here's the address:

DFA Consular Office: ASEANA Business Park, Bradco Avenue corner Macapagal Boulevard, Paranaque City

Make sure she has everything and to arrive on time.

Good luck!

Just some info for you kennard....don't know if this will help you or not. So my wife just did the passport for my stepson. It was easy. They have a travelling DFA for new passports. She just went to a nearby town in her province where the DFA was. She made the application for her son and then go back to receive on the date they gave her. It was about 2 weeks later.
