Hi, does the I-129f petition require a copy of the foreign fiance's passport or I.D.?

Well, if the foreign fiance(e) went to the US to meet you, or you met in a 3rd country, then the copies of the passport and passport stamps is very useful as initial evidence of having met. Otherwise.. No, there's no requirement for submitting copies of foreign fiance(e)'s passport.

EDIT: Right now, the point of the petition is to establish that your eligible to petition someone. USCIS basically do not care if you make up a person since they cash the check before anything else. You have to meet 3 requirements as a petitioner; One is that you are a USC, secondly that you are legally free to marry, and third that you have met once(or more) within the past 2 years. All your supporting evidence is about you(mostly), and background checks are mostly about you too. When the petition hits the embassy, that's where your fiance(e) establish that he/she is eligible for a visa, through your supporting documents and your supporting documents.

The keyword is always evidence supporting your claim. When you claim to be divorced, you submit evidence. If you claimed to have filed taxes, you submit that as well.

Sorry, I couldn't edit the previous post. I merely wanted to add why your fiance(e) doesn't have to submit that much right now. Understanding the process makes it easier in the long run, especially because it is a loooong journey.
