After the I-130 is approved you get your 2nd NOA, with a packet of forms for your relative.

Seems you need a lot of the same forms/documents for the PRE-Interview as for the Interview itself?

What is this "Police certificate", since I'm residing overseas in the Philippines and starting/doing all the processing from the USCIS in Manila, how do I get this from the USA?

What does must the document show to be cleared for approval, everybody has done something in error in their past.

Only the beneficiary needs a Police Certificate not a petitioner. Unless beneficiary lived in USA before they don't need one and will only need one from Philipines.

Not only for your relative, the petition also need to send federal tax return document.

Seems you need a lot of the same forms/documents for the PRE-Interview as for the Interview itself?

Just for in case, if interview office would ask you about your petitioner, you will know how to answer.

Police check is only for the beneficiary of green card. Are you?

And all places you have lived for at least 6 months after at age of 16,

you need a police certificate from there, except USA.

The beneficiary from the Philippines only should get the National Bureau of Investigation Clearance (NBI). It is valid for 1 year from date of issuance.
