its almost 9 months since my wife (US citizen) filed the I 130 and we did not hear anything after the initial review, so she called them yesterday and the agent took her email and he said that he will make a note to the person who are working on your case so he will contact you within 2 weeks or less, so do anybody have the experience on this or similar situation?

Sorry to hear about your issue. Did you talk to Tier-2 representative at USCIS? Did you file a service request? I did not experienced this issue, but I have seen many people file a service request when their application has not moved since NOA1 and they are waiting for longer than normal processing time.

Read this to understand the difference between Tier-1 and Tier-2 officers: http://www.dhs.gov/files/publications/gc_1305658440339.shtm

Don't just sit and wait for USCIS. You have waited for a long time for 8 months, so start pushing USCIS to get the approval right away.

Also ask your wife to contact local senator office, and push them to get the decision from USCIS.
