I've never heard pf a child's visa being delivered after the mothers (other then follow to join). I know the old way they used to do it sometimes they would make ppl pay for to envelopes and send it that way. But Even when they did that way I bought 2 envelopes and they still only used the 1 since it really is just one package and the 5 passports not 5 packages.

If you haven't emailed Montreal do so with the Words "Urgent Missing Passport/visa" in the Topic section

Then explain what happened if they were both sent out together they need to know asap that a visa is floating around somewhere. And you will need to cancel that passport. If they somehow forgot to send them both together then at least you will know that is the case. I hope is was just a mistake and will be fixed easily enough.
