My wife wants to bring her mother over.

After her mom gets her passport are there any other papers that are required?

I know she will need some forms to take to the embassy but I am more interested in papers that are required by the Philippine government.

Will she need to do the CFO?

Are you talking about the mother visiting or your wife petitioning for her to immigrate?

Make sure you buy a roundtrip ticket with an open return date. It seems everyone I have met that brought her mother from the Philippines ended up sending her home after a few weeks or months. Mom don't like being the full-time babysitter/housekeeper, stuck in the house, and misses with all her friends back home. Best of luck, but the odds are against you.

For those that bring mom over, does anyone purchase health insurance for her? I am assuming that with the affidavit of support the daughter must sign, she'll be on the hook for any medical bills that happen. Even a small medical emergency in American can bankrupt you.

That is a big issue for older parents coming over to join the family. Health insurance can be a lot more $$ than anyone considers.

Depends on the state, but for northern California, classic HMO coverage for over 50 starts around $700/month. I am lucky that I can buy insurance through my wife's work. That saves us around $500/month.

You are correct. We are planning ahead.

Her mother does not plan to stay here forever. She wants to come over long enough to petition her minor child, let them turn 21 and then go back home. Which is all perfectly legal. She may stay a year or so. She might even like it but she is aware that its cold here and that she would not have all her friends here. But she is looking forward to the trip and wants to spend time here with her grandchildren.

Her status in her home compound would go through the roof if she can say that she was in America!!

And I believe she will have a 10 year Green Card so she could come back to visit any time if she wanted to.

I have looked into the insurance issue as she is getting older and the cost is not totally out of reach.

I am fairly sure they are just planning ahead. His wife's 3 year anniversary comes up in September.

I forgot to say that I believe we can apply for citizenship this June. Up to 90 days before her Green Card date.

I am thinking that because we had a 15 day vacation in the Philippines we would need to wait till June 15th to submit the papers if I am reading the N-400 instructions correctly.

The part 7, request for time spent outside of the US...

Time (minimal) spent outside the US won't affect the anniversary date. There is no deadline to file. Although you can file as early as 90 days before the third anniversary date, you won't be approved until after her third anniversary date. 60 days before the anniversary date, or after, seems to be a better strategy. Take your trip, and when you get back, then file. Your wife has a ten year green card, so no pressure to file as soon as possible, unless you put that pressure on yourselves. It's better to take your time, and get it right. With no snags, the Naturalization process moves quickly.

Doesn't quite work that way... If she spends more time out of the US than in she can lose her residency. Also any absence over 1 year without a Reentry Permit will be considered as her abandoning it.

Once she wants to move back she should surrender her Greencard to the Embassy in Manila and apply for a B Visa, having surrendered the coveted GC is a clear indication that she has no immigrant intent will give her a very high chance of getting a 10 year multiple entry B Visa.
