both person files the ds 230. you would assign yourself if possible to manage all the forms etc.

01/20/12 - I-130 sent to Chicago Lockbox.

01/26/12 - NOA1 received and processing at Vermont.

06/28/12 - NOA2 announced on status check.

06/29/12 - NVC received case learned on 07/2/12.

06/30/12 - Hard copy NOA2 received.

07/09/12 - NVC Casefile Number and IIN Issued.

07/16/12 - Receive and Sent DS-3032 via email.

07/17/12 - Mailed DS-3032 via mail, AOS bill received via email, paid online, Optin email sent.

07/18/12 - Optin accepted and new case number, AOS marked paid, emailed AOS packet.

07/24/12 - Assigned as Agent, IV Fee bill received via email, paid online.

07/25/12 - IV Fee marked paid, emailed IV packet.

07/31/12 - Emailed GZO Supplemental Packet 3.

08/02/12 - Case completed and commenced final review.

08/03/12 - Shipped all copies of forms/letters/documents to my wife - arriving on 8/9/12.

08/06/12 - Case completed final review.

08/09/12 - Appointment letter received via email interview date set 9/6/12.

08/14/12 - Medical exam done.

08/15/12 - Medical exam results all normal.

09/06/12 - Submitted required documents at the embassy and interview set next day at 0730.

09/14/12 - Visa received on hand!

05/01/13 - Paid DS-160 or MRV Fee Payments on CGI Stanley.

05/03/13 - Made appointment for 05/16/13 on CGI Stanley.

05/16/13 - Arrived at GUZ and impromptu notice on the front it was closed.

08/08/14 - Mailed I-175 application.

08/11/14 - I-175 arrived at VSC.

08/18/14 - Received NOA1 with date 08/12/14.

08/27/14 - Received biometrics appointment for 09/09/14.

02/27/15 - GC in production from email notification.

03/02/15 - Received NOA2 with approval dated 02/25/15.

I've paid my IV fee for my wife and now have to file the DS-230.

I am the petitioner and my wife is the beneficiary, I'd like to know who files the DS-230 form is it the petitioner or the beneficiary?

Beneficiary. The petitioner files the I-130 petition, which you've already done. The beneficiary signs and files the DS-230, which is an application for a visa and alien registration.

The petitioner will have to fill out I-864, the affidavit of support, if you haven't done so.

This isn't correct. DS-230 is an application for a visa, so a petitioner doesn't file it.

The beneficiary signs the DS-230 form. It's an Immigrant Visa Application so all info pertains to the beneficiary.

USCIS

10/01/11 - Filed (2) I-130's

10/04/11 - NOA-1

04/05/12 - NOA-2

Your I-130 was approved in 184 days from your NOA1 date.

NVC

04/23/12 - NVC received both cases (18 days/12 business days from NOA-2)

05/07/12 - Case numbers and IIN's (14 days/10 business days since NVC received)

05/07/12 - Sent out DS-3032 by email; auto-response received

05/08/12 - AOS fee invoiced, paid - "IN PROCESS"

05/09/12 - AOS fee shows as "PAID"

05/10/12 - Spouse's DS-3032 accepted; minor child's rejected = had petitioner call NVC = received verbal acceptance from operator

05/11/12 - Spouse's IV fee invoiced

05/14/12 - Daughter's IV fee invoiced, paid both IV fees - "IN PROCESS"

05/15/12 - Both IV fees show as "PAID"

05/16/12 - Sent both AOS and both IV packages to NVC via USPS (expected delivery: 05/19/12)

05/21/12 - All 4 packages delivered

05/30/12 - Received checklist for daughter's AOS

05/31/12 - Sent response to checklist via USPS (expected delivery: 06/01/12); Spouse's case completed

06/07/12 - Daughter's case completed; waiting for interview date

I believe you can fill the form out for the beneficiary and have he or she sign part one of form DS-230.

Finally we all three together. We are happy :)

Anyone can fill out anything for anybody, but the beneficiary has to read it, sign it, and certify that it is true. Not knowing the contents of your own DS-230 is a good way to get denied at the consulate interview.

But to fully understand the content of DS-230 the applicant has to understand English and many foreigners don't.

Finally we all three together. We are happy :)

alas, the DS-230 is for the beneficiary, so if the petitioner is filling it out for the beneficiary,

the petitioner MUST USE the 'beneficiary's voice' else all becomes nonsensical.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

Then they better get someone to translate it for them. Seriously, not knowing whats in your application is a great way to get denied. How in the world can they swear to it otherwise?

The beneficiary can have someone to assist her in filling out the forms, a lawyer perhaps. It would also be a good idea to start practicing English now since she/he would be coming to the States eventually.

Yeah but if I am helping my wife I can tell her what the form contents are . There is no need to have someone else doing that when I can do it myself.

Yeah to learn English is a good idea. But most of us who are in this forum are doing this whole process without a lawyer because they are so expensive and some cases don't need a lawyer.

in many cases, the uscitizen petitioner fills out the form for the beneficiary, the VISA Applicant . There is NO REQUIREMENT to do this; it's just bloody convenient. In the end, the foreign spouse MUST sign this form.

IMO, the confusion comes about from 'voice', where the Petitioner fills it out as if this was HIS Visa application, instead of trying to fill it out in the VOICE of the Foreign Spouse.
