When should I file ROC?

Hi, my Green card is expiring on 10/15/2012 - does that mean 07/15/2012 I can file for ROC? or should I do it like 07/18 or 07/20 just to be safe? This is for CSC , and I don't want to wait too long if not necessary.

Count 90 days backwards from 10/15 and that is your date. If you want to wait a few extra days, that is ok.

usually no more than 90 days and rely no less than 60 days

you can use this site to calculate, according to the site you should file no earlier than: 07/17/2012
