Here is my problem: my Chinese fiance has never registered at any of the places he lived since moving out of his parents' house. Does this mean we won't be able to get police certificates? I am worried that the visa will be denied since the US government cannot verify his criminal record. Is there any other evidence we can provide in lieu of the certificates? Will this problem be fixable????

any advice is greatly appreciated!!! thank you!!!!

Some countries like in Colombia, you get the police certificate from a central agency (DAS) and don't have to ask individual citiy police depts. You or your fiancee should find out how the Chinese system works. Good Luck

Thanks for all the advice so far! I think we will go to the police in the two cities he has lived in and get them to prepare a document saying that he has no criminal record in those cities. Will this be sufficient? Should I be thinking of adding some other materials too? Letter of reference from his employers, landlords, that sort of thing?

From what I understand - you need to ask your fiance where his "houkou" is located. Think of this as a birth certificate on steriods. Then, go to that town, and ask for a police report that shows that he has "no record of any crimes committed in China from date - date). The same city should have an office be able to translate and certify this document for a reasonable price. The final form should look like a white booklet. No other city will have records of him. All of his records (from birth to death) are maintained at his houkou city.

For more detailed information, I would visit a forum that is specifically for Chinese spouse/fiance immigration to the United States. It is at www.candleforlove.com
